This space is managed by the United Nations. The negotiation sessions of the 25th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP25), the 15th Meeting of the Parties to the Kyoto Protocol (CMP15) and the second Meeting of the Parties to the Paris Agreement (CMA 2) are taking place, as well as the parallel events of the official agenda of the United Nations.
It is the multilateral negotiation area, where the two plenaries, meeting rooms for negotiation and the delegation halls and pavilions are located.
In addition, there is an area dedicated to the "Global Climate Action Agenda", events focusing on non-governmental actors that are organized on thematic days and events linked to 2030 SGDs agenda. This area includes a more dynamic area known as "Action Hub", with two rooms to hold the round tables and events.
There is also be an area dedicated to additional events organized by countries and official observers, known as "side events" and where Spain is expected to have a space for official events.
In addition, the blue zone will house workplaces and offices reserved for United Nations staff, as well as the press, among others.
In accordance with article 7, paragraph 6, of the UNFCCC, Parties to the Convention, United Nations and related organizations and agencies, the media and already admitted non-profit observer organizations may attend the sessions of the Convention taking place in the blue zone.
