Public aid in the National Mining Exploration Program 2026-2030
The National Mining Exploration Program 2026-2030 (PNEM 2026-2030, named after its Spanish acronym “Programa Nacional de Exploración Minera 2026-2030”) sets out the objective of improving the existing knowledge about Spain’s mineral resources. This program was approved on 10th March 2026 by Resolution of Spain’s Council of Ministers. Among PNEM participants, Spanish State Administration is mandated to encourage holders of mining permits and concessions to take part into the program, using mechanisms to boost mining and mining waste exploration by private companies, especially those owners of mining rights located on PNEM’s priority geological domains. To that end, Order TED/352/2026 of March 24 was adopted, laying down the regulatory bases for the public aid inside the scope of the National Mining Exploration Program 2026-2030.

These grants are aimed at fostering private sector’s participation in expanding the existing knowledge about the Spanish mineral resources. The grants may be applied for companies holding mining rights that have been granted or pending approval, for the implementation of projects related to (i) mining exploration and (ii) mining waste research, as detailed in the ministerial order. A call for applications is expected to be launched for each year of the 2026-2030 National Mining Exploration Program, beginning with the current year, 2026.

Application deadline
From 30th April to 29th May 2026, according to article 30.5 of Law 39/2015, of 1st October, of Public Administrations Common Procedure.
Application with digital certificate
The application and the form will be filled out with the corresponding application. Both documents, along with the rest of the documents that need to be presented, will be sent electronically with this application
The electronic signature must be provided by the legal representative submitting the application on behalf of the company or entity, using their personal digital certificate, which must have been issued by a certification service provider recognised by the Ministry.
