Participación Activa
La Participación Activa en el proceso de planificación implica involucrar en las decisiones relativas a la planificación hidrológica no solamente a las partes tradicionalmente más interesadas sino a una representación más amplia y diversa de los intereses de la sociedad, más allá de los requerimientos legales relativos a la consulta pública.
El Organismo de cuenca se encargará de fomentar y promover la participación activa de las partes interesadas en el proceso de planificación.
Según las circunstancias de la zona, el Organismo de cuenca escogerá las actividades de participación activas más adecuadas, siguiendo las recomendaciones del Documento Guía de Participación aprobado por los Directores del Agua de la UE. Además, para sensibilizar y fomentar la participación se ofrecerán oportunidades (p. ej. talleres, espacios en medios de comunicación) para exponer distintos puntos de vista sobre temas importantes relacionados con la gestión del agua y del medio ambiente, con especial énfasis sobre los que promueven la consecución de los objetivos de la DMA.
Las comisiones, foros o grupos de trabajo que se constituyan serán claves en el desarrollo de la participación activa en los que participarán, además de las partes interesadas, personas de reconocido prestigio y experiencia en materia de aguas que asesorarán en el proceso de elaboración de los planes hidrológicos.
