El Gobierno Abierto es una forma de concebir la acción de gobierno y administración del bien común que sitúa a la ciudadanía en el centro, fundamentada en la transparencia y el acceso a la información pública, la participación y la colaboración.
La Recomendación del Consejo de la OCDE sobre Gobierno Abierto de 14 de diciembre de 2017 define el mismo como una cultura de gobernanza que promueve los principios de transparencia, integridad, rendición de cuentas y participación de las partes interesadas en apoyo de la democracia y el crecimiento inclusivo.
En este marco España forma parte de la Alianza para el Gobierno Abierto desde 2011 y ha llevado a cabo varios Planes de Acción de Gobierno Abierto, que actúan como palanca para alcanzar el objetivo de desarrollo sostenible 16 de la Agenda 2030: construir sociedades justas, pacíficas e inclusivas que rindan cuentas.
El vigente plan, el V Plan de Gobierno Abierto 2025-2029, se aprobó el 6 de octubre de 2025 y recoge 10 compromisos

La Semana del Gobierno Abierto (OGW) es una iniciativa promovida por la Alianza para el Gobierno Abierto (Open Gov Week) a nivel mundial que tiene como objetivo difundir sus principios y prácticas para crear una cultura, compartida por las administraciones públicas y los ciudadanos, basada en los valores de transparencia e integridad, participación cívica y promoción de los derechos fundamentales, así como la rendición de cuentas.
